Black Mesa is not an actual official HL game, nothing in it is technically canonical.
It’s a bit silly to expect every single enemy type to appear in one short trailer.
I tend to agree with that statement. The programmers on my team originally added (and animated) them back in our GoldSrc mod, but seeing how it looked, I decided it was not worth it and had them cut again.
Because they said they wouldn't (EDIT: but they may or may not have changed their mind).

At least in the outworld where the big "Mantas" (alien bio-ships) are flying around. There are either very small creatures flying in a swarm.
Even though they may not appear as "enemy" to the player, but just as environment addition, it's still nice and adds a big plus to the atmosphere of Xen.

Got the last vid from the OP of the thread I linked.
Yet it seems there was still some sort of request according their AI.
However, their sawm behavior could be simply scripted for the trailer, so I am not about to throw that swarm AI thing in of which the OP spoke in that thread. ;)
Male Black ops were encountered only in Opposing force. I don't really think they will fit into Black mesa. Since there are only 2 encounters with assassins in game I can't imagine where devs might put them.
As for the topic, I mostly disagree with bringing the cut enemies back. BM Xen is already looking like a thing of its own, why bringing more divergence with Half-life design? HEV zombies are more or less acceptable, but those 'baby houndeyes' and 'giant houndeyes' just don't belong there IMO. Furthermore adding new creatures is more than redesigning models, they will need to be animated, scripted, programmed with distinctive behavior, places they like or dislike, interacting with other fauna etc. Too much work for being constantly criticized.
Probably putting a Chumtoad or two as easter eggs is enough.
