First thing you should do is Restart your computer.

Then set the games graphics setting to low and decrease its resolution
1. Disable Cascade Shadow Maps (CSM) same for the Dynamic Lights
2. Decrease shadows to the lowest setting
3. Turn off God Rays
4. Lower or disable Anti-aliasing (AA)
5. Decrease your resolution
6. Under the Black Mesa tab turn off everything DLight related and any video enhancements.
7. Decrease all settings under the video tab to the lowest setting.

You system has an iGPU (i=integrated) and that is below the minimum specs.

I understand what you mean! But It-s very strange because two years ago I played with no problems Mass Effect Trilogy exactly on the same computer with these specs.

?????

Try what i posted and see if that helps your problem.
Mass Effect uses a different engine, you cannot compare the two.

Maybe there is another problem! Even StarBound doesn-t run!! StarBound!! Do You Understand??

And Blender cannot work and says that there are NO 3D drivers!
Do you think we have the same problem for all these programs?
The same cause maybe...

That could be it. A computer needs its drivers to work.

Where I can find and download the drivers for my iGPU?

And If I don-t have a 3D VIDEO CARD INSIDE MY PC? It is possible?

I doubt that you don't have the drivers installed
It would be nice to have more information. when you check device manager do you see any yellow triangles w/exclamation marks or question marks or red X's or anything out of the ordinary on any items?

Also what is the
Make
Brand
Model
Motherboard
Manufacturer

To get some of this info you could use http://www.ccleaner.com/speccy

Windows Update should have the drivers.
or https://downloadcenter.intel.com/product/80817/Intel-Core-i5-4460-Processor-6M-Cache-up-to-3-40-GHz-
