Yeah for some reason the original free download was removed from ModDB. Now you are only able to pay for it and for the current version.
That is wrong.
ModDB still has the download for the Legacy Free mod of Black Mesa.
The legacy mod is also available by torrent.

It literally says "9.0c" in the store page and 9.0+ in the Advanced video options menu. It also says *32 in the task manager. But hey, unless you want to convince me everything im seeing isn't real, I can pull out the old 6200.

I believe it should too.
But...it's unsupported. Hence why Windows 7 is considered a minimum requirement. It is a good question that has already been asked...but why would you want to run it on Windows XP anyway?
That's only concurrent. We don't know exactly how many Steam users there are. According to https://www.geekwire.com/2017/valve-reveals-steams-monthly-active-user-count-game-sales-region/, Valve said that there were over 67,000,000 monthly active users in August 2017. If the 0.21 percent applied to that, 140,700 Steam users would still use Win XP 32-bit.
Though, none of that tells us why.
I was acounting for the time it would take for me to do some stuff and the time it would take for me to install the game.
Point is yes, it will run on windows xp, even the steam version. However, for some reason for me at least, all NPCs have their polygons all over the place as well as being unplayable. Probably has something to do whith the fact that i am useing an old driver that i found on some third party website and that the card has only 256mb of ddr.
EDIT: I was wrong, all models are ♥♥♥♥♥♥ up in at least one way.
Specs:
Dell Optiplex GX260
Pentium 4 @2.4ghz
2gb ddr
Nvidia Geforce FX5500 256mb
Some random SoundBlaster PCI card
Windows XP SP1
Many people still like Vanilla Ice and MC Hammer..
Maybe these are retro pc gamers? Some games run better on older hardware and or software.
why keep using WinXP ?? Same as always...
I have a lot of software... and a lot of expensive software that i use for works .. no only for recreation.... Photoshop .. Corel DRAW .. Premiere .. to mention the most expensive of the more than 50 I use.....
i buy / pay this stuff for years... And nothing works in Windows Seven...
i do not forget the hardware ... I have three professional hardware pieces here... that does not work in Windows Seven....
and in my little ♥♥♥♥ country...I have to work for 18 hours for get the same dolar that an American guy earn in 1 hour of the same work...
so... unless I win the lottery tomorrow...
I'm stuck with WinXP ... and i will be for several years ...
or have illegal software like most people here....
or install a Windows Seven in a second partition.. just for run games and what else? Chrome?
and for the rest go back to may XP..?.... come on!!
I have a modern system that can run old and new games perfectly aside from the occasional glitch that is easily worked out...
Windows 10.
Same. But in the past i have run into problems trying to play older games such as crashes, graphicial glitches ect. in games like sim city 4, postal 2, deus ex, and even fallout 3.
