The Houndeye's emit an extremely loud shockwave, that kind of thing usually makes your ears ring. I think it means you can turn off/on the ear ringing effect in the settings.

I had to search for this as well because the option description was so bizarre to me lol. I think they should explain the various options a little better, not that i'm complaining, God knows this game has had enough of that :P

Nice necro.

Also, just google what tinnitus is. Pretty self explanatory imo.

It's that ringing sound that drowns out the sound of everything around you whenever a grenade explodes next to you in Call of Duty.

Tinnitus in real life is ringing in your ears, but in game it will turn off the full screen refraction affect when Houndeyes attack you.

It is my opinion that this game was a huge contributor to me getting tinnitus in 2020. I played it too loud, with headphones, and I feel it damaged my hearing and I got tinnitus in a few days after playing.

How wise of you. :P
I hope it doesn't get any worse, wish you all the best.

You can't undo the damage but you can prevent it from getting worse. I think I did the same to myself with some "realistic" explosion and gunshot noise mods for a videogame. And I'm the kind of person who normally intentionally avoids playing sounds too loud.

If you care about it I strongly suggest educating yourself about it. Not on tinnitus but on how someone can lose their hearing or on how you can protect your hearing. It'll last you a lifetime.
