Setting Issues. Stuck in Japanese

So the game settings won't let me edit them. The settings menu from the launcher is stuck in japanese and won't let me change anything. Even just changing the language gets the error.

When I try and finalize any change I get "access to path is denied"

I tried reinstalling, running as admin, and unchecking "read only" for the launcher and the games. No luck

I've tried putting it the windows defender exception list. Doesn't seem to help.
I can't even manually edit the ini because it says it is open in another application, which it isn't.

Do you have multiple user accounts on your PC? If so, running some programs as admin won’t work from a standard/local account. Also, do you use OneDrive? It could be causing "access to path is denied" issue.

I'll try the one drive thing. I only have the one account though

Having the save-files on anytype of cloud-storage will cause this, or simple permission-errors.
The file will be in "Documents\SQUARE ENIX\FINAL FANTASY X&X-2 HD Remaster\GameSetting.ini" - and you could just change the first line to "Language=en" buuuut you'd likely get problems with saving the game.
