- have one of the two companies at Publicity Level 5, i.e. 400 publicity points or more. If you haven't done this at all in earlier chapters, you can no longer get this, as it requires more points than are available in a single chapter. If you have done some of it before, it depends on how much you have earned; you may or may not be able to get it.
- have rescued all tourists in the Cavern of the Stolen Fayth during Chapter 3
Once you have reached Publicity Level 5, it should pop up as a Hotspot and you can simply fly there to get the cutscene.
There's about 1,000 total points across all five chapters, but since Chapter 4 is very small it's really more like four chapters. That's roughly ~250 points per chapter. So you can do it in two chapters if you get max everywhere, but you CANNOT get it ALL in Chapter 5 if you haven't even started it.
Which mini-game is the easiest to win?
The easiest one to play with is the Sky Slots in my opinion, in large part because it just goes very very fast. The slots are rigged as hell so don't bother trying to win most of the time, you get PR points based on using points anyways so expect to lose a lot. Only try to win when you get the worst camera angle and/or get a green screen flash at the start of the round, as then you have a MUCH greater chance of not getting screwed, and you just need to count as the monsters run by on a set cycle. Go for the condor monsters for maximum returns. This saves on a lot of gil spending if you get it even a couple times.
