Additionally, there's a difference between weapon and armor customizations. They have different pools of abilities, so in your case of Auto-Med that is an armor ability, not a weapon ability; and so it'll never be available to customize on a weapon, no matter what.
Thirdly, you of course need an empty slot on the piece you're customizing - you can't "overwrite" existing mods, and you can't delete them. You have to find new gear if all the slots are full.
So if you have all the items required (e.g. the 20 Remedies for Auto-Med) and then have a piece of the right type (i.e. armor in this case) with an empty slot, you should see it in the list.
If you STILL don't see it, there's a couple of possibilities. The most common one is simply that you have the wrong item for some reason - this could be bad info from some incorrect source, but it could also be something like e.g. translation errors, where you might not be looking at the right item in whatever language your game or information are in. In some languages the difference between e.g. "Remedy" and "Antidote" might not be clear - those are two different items in the game, but a translation may well be ambiguous about them, depending on the language. So make absolutely sure you are looking at the correct one.
Lastly, if you are using any mods or other alterations, they could be messing with stuff like that. It seems unlikely, but if you are modifying the game in some way, then first make sure it's not that.
