Help with Wantz

I just got the airship. I went straight back to Macalania woods right at the entrance from the Thunder plains.I dont understand why he isnt there. I restarted back from an old save twice and MADE SURE I talked to him at Mt. Gagazet before continuing. Is there a time frame when he appears, or is he supposed to appear right after you get the airship?

You have to talk to Mika first, and then he will appear.
