Not so frequently though
If you have hickups in your I/O throughput due to heavy background processes running (e.g. Windows Update taking a full core in Windows 7 for prolonged amounts of time to 'check for updates') or due to overzealous anti-virus solutions taking too long to scan a file, then those hickups will translate into the kind of 'stalls' that you are describing.
The way I found it was to simply switch off everything in video settings and then switch one setting on at a time then test. Of course, Murphy's Law dictates that whenever you do this the culprit is always the very last option in the list. I can't begin describe the amount of other things I had tried to do to fix this annoying bug.
