The monster arena merchant sells blank slate tetra armor and 4-slot weapons that are empty. And it's much less of a pain in the balls to get to than Wantz.

No, he does not (only the capture/1 empty stuff, and I have 10 of everything... so he sells EVERYTHING he is going to sell). Wantz is the only person in the game that sells those.

@OP: To get Wantz to show up in Macalania you MUST talk to him in mount gagazet on your first trip through. He shows up on the path before the cave (on Gagazet). He will then show up (in Macalania) after you have the airship AND you have done the scene with Mika on the Highbridge. If you have missed it then you can get 4-slot empty weapons and armor off random enemy drops inside Sin and in the Omega ruins. However doing that is so luck based I would consider reloading an old save (if possible) to talk to Wantz on Gagazet.

Quick Edit: When wantz does show up, hes south of the first save point in Macalania, nearly in the thunder plains.
