The bar fills only a bit at the beginning because she is weak. As you progress in her sphere grid, you will be able to fill more and more.
From what I've read for the last, couple days...scripts don't help much. Boosting her magic stat does, though. Lowers the amount of "Revolutions" you must do to get a successful level.
The Playstation ports of the remaster can get over twice the rotations in during fury, tested it myself. It's also been reported across websites like gamefaqs since release.
When it cropped up at first people alleged it was a controller issue. Deadzones or poor detection on the game end. But after testing it with keyboards, controllers and on different platforms it became clear that the pc for some reason just butchers her overdrive. Most of your rotations are fruitless, and you can achieve around 4-7 casts on PC while on the PS3 you can get around 14 depending on the spell.
That being said. Lulu's overdrive is garbage. It's almost always more beneficial to haste and doublecast instead. It doesn't cost a percentage of your spell's damage output, doesn't blister your palms like mario party and doesn't run the risk of damaging your controller.
In fact Yuna is probably best off going the Auron/Tidus route and becoming a beefcake, since her aeons scale off her stats to a degree and become absolute monsters if you turn her into a fighter.
You can just not use Lulu's overdrive. She starts as a strong mage with her stat advantage, and having MP1 + MPTurbo on her Celestial Weapon is actually useful at endgame when you're spamming Dual Cast + Gravity and/or Ultima to whittle down things for capturing. There's no good magic-based overdrive on anyone, but at least Lulu has MPTurbo so she's probably the objectively best mage - for all that's worth given how magic isn't hugely relevant for the postgame content.
