Please explain how to use CE to do this. I use CE all the time, and I have no idea what to search for.

Check out what the script sais. It checks the center pixel of your screen for the white of the pre-strike flash. So as long as the game covers that point and your brightness settings fir you should be good
I searched for 'byte' 'exact value' because even though you could go higher than 255 dodges, you don't actually need to.
- Attached the game to CE.
- In Thunder Plains after doing the cutscenes at Rins to make sure it was ready to award me prizes.
- DODGE! Search for 1
- DODGE! Search for 2
- Got to 4 before I had it down to 4 choices. 5th dodge I saw only 1 option go to 5.
- Set that to 199. DON'T lock it.
- DODGE! This flags you 200 and the sigil. Go get it man.
Obviously just go to the menu between dodges. To stop the actual game as such whilst you search and stuff.
And yeah.. I don't think you're going to get a ban for using 3rd party cheats, on a game that they shipped with cheats that break the game from the off dude.
In fact I've come across only 2 games that I own on Steam that has any sort of anti-cheat protection regarding offline single player parts of a game.
Both have online parts to them so I can see why they have anti-cheat parts built in though. But it heavily impacts on the offline mode too.
Racedriver GRID. - Just point blank shuts down if you try to start it with CE loaded. Or if you boot CE with GRID running.
Not a massive problem to single player cheat on anyway considering they forgot to check whether the AI car config file is even there when you start the game.
GRID 2 - They obviously got wise to deleting the AI config file from the comment above. And doing that on GRID 2 disables all progress, saving, achievements etc.
BUT!! They messed up and CE works on it again. HA!
I've done this on PS2, PS3, PS4 and Vita (more than once on each...)

This reminds me of how I read of someone wiring up a light sensor to a controller in order to do it.
Seems to me that a script to do the butterflies would be extraordinarily difficult (if not impossible) to code.
Like JoanOfSnark said, FFXED is the way to go if you're going to cheese this game.
For Butterflies, use Cheat Engine to freeze the timer (it just sounds like finding the timer offset would take a lot longer).
