Only once you have fully unlocked the weapons with their respective Sigil and Crest do you get their full potential. Once you do, no weapon in the game can compete with them in terms of attack damage (some highly customized end-game weapons can compete in terms of spells, but attacks are the best damage at end game).
Also, weapons in FFX don't have their own stats like in other RPGs. For the most part, damage is calculated based on a character's stats. Now, there are Auto Abilities such as Strength +20% that will increase the damage done, but those are not on the Celestial Weapons (if I recall correctly). Celestial Weapons do have a feature that ignore the enemy's defense, however.
Damage calculation for the Celestial Weapons is quite simple (I won't be going into the full formula). Basically, every character (except for Auron) at maximum HP/MP will do 100% (or maximum) damage. Auron's weapon is special, however. The lower Auron's HP is, the more damage is done. If Auron has 1 HP, then he will do 216% damage. Auron is the only character that can achieve damage past 100%.
An easy way to get Auron to 1 HP is to kill him off during a battle against weak monsters, and then flee. Exiting a battle while a character is dead will revive the character and leave said character at 1 HP. This is very useful for hard boss fights.
