I was able to eliminate most all of the issues. My background objects now track smoothly when running around instead of vibrating like a tuning fork.
Won't buy of course without 60 fps official support and like me many others.
People can be happy that Square Enix released it for PC at all otherwise you would stick with the worse looking PS2 version on an emulator which is also 30fps only.
This game was made to run in 30FPS to begin with, not 60FPS. Besides, 30FPS isn't exactly "unbearable." But, if you really want it that way then go play the other versions. If you want to play the game at all, you're going to have to stick with 30FPS.

I just ask for good quality for PC ports in 2016 and 60fps/60Hz display are visibly and objectively better and affordable for this game.
With people like this it's hard to pretend though since you buy everything.
With more and more people, not cosumers, asking for better quality things would change, but since this is the level of medium Steam users, Japanese software houses won't improve on the PC.
I'll give my money to software houses more focused on quality ports.

Other FF episodes for the PC do support 60fps+, so...
