Using her "mug" command also contributes to the tally.
Kimahri obviously doesn't count towards the total, as the achievement is for stealing successfully (i.e. getting an item, not the "nothing to steal" message) 200 times with RIKKU.
Yeah, if you just use the turbo booster, along with cursor lock in options, it's very easy to get this achievement in 20 minutes. Btw, you should really consider using rikku in your main party. Her mix is almost necessary to use when going up against the later superbosses.
That isn't weird at all. That occurs if they don't have anything to steal. The achievement is straight forward just somewhat laborious.
