Can't recruit for Blitzball?

I'm running into an odd bug. I'm trying to scout and recruit people that I know are Blitzball players (tried Biggs, Wedge and Kyou). I've passed the part of the story where I should be able to, I'm approaching Djose now. I go up to them and try pressing Z and Y, nothing happens. No menu, no player information. I checked the Key bindings, and Z should be correct. I tried reassigning it to / but that still didn't work.

That key is also supposed to skip cutscenes, but when I try that it isn't working either. Am I doing something wrong? Or is it some kind of known bug? Google-fu doesn't turn up anything relevant.

Are you sure you are talking to the real ones? The game uses the same models for many different characters, you may be talking to the wrong person.
Biggs and Wedge are beside each other, in the stairs to Luca Stadium. Kyou is in the bridge to Djose Temple.

I've never played this game on pc, so I can't help, sorry.

IIRC, to recruit blitzball players, you just need to exit Luca and activate the first save sphere on Mi'ihen Highroad. The button to recruit would be the equivalent of SQUARE on the PS2/PS3/PS4 Dual Shock controller.

About skipping, you can only skip the CGs, not the cutscenes with in-game graphics.
