on a i3 it should turn with no problems
it's the same for all the content available on steam
you pay once and you download it as many times as you want
I doubt your laptop can run it, in all honesty, but it may be possible that with lower settings it can still handle it.
As stated above, once you buy a game on Steam it's yours, and you can download it through the client as many times as you like and on as many devices as you like. So you're not losing it on other computers. You can also refund the game within a certain period if you find out you really can't run it, or can't run it well enough.
Despite yours being literally the weakest iGPU of that lineup it is suprisingly powerful.
I say give it a shot, but prepared to refund it if you do so, No point in rushing to an enjoy a game if the experience will be subpar. I myself grew up with X and X-2 but didn't really get around to this version till last year.
