but really - there are - real - people - having problems with a 20 year old game
you not being able to re-master a 20 year old game
Note that my set up is an Intel Processor + Nvidia GPU combo. I believe the cutscenes are only barred due to the DRM of the video, not sure how it'll work for AMD.
My Fix:
1. Make sure you have the Nvidia Geforce Experience installed from Nvidia Drivers website. I believe this installs the GeForce Experience Overlay.
2. Open the FFX game from the Steam FF Launcher as normal.
3. Press Alt+Z, this'll bring up the GeForce Experience Overlay.
4. Navigate to > Settings cog > turn off 'Broadcast' AND turn off 'Capture'.
5. Close the FFX app, then reopen it from the FFX Launcher. (I didn't have to restart the launcher).
Let me know if this works as it worked for me, no need to install additional addons. I know some users may not install GeForce Experience, but it's a trusted software as opposed to other fixes out there.

but actively taking video-recordings during gameplay of course can cause problems.

Thank yoooou <3 This has worked for me with 4090.
1. use some patches to get the use of more than 2 GB
2. or simply reduce settings to get under 2 GB
30 fps, disable 4K / 3D, reduce resolution, ... that works also for ffx-2
It has something to do with HDR. Disable HDR and it should stop green screening
