The FMVs them self are not even 1 hour.
I see no reason to skip them but if you really do not want to get the story of a story driven game then there is a mod that allows you to skip the scenes.
Next thing people will want to skip the battles too - so no story, no combat.....
It's not like this is a FPS with a 3-hour campaign with 1 hour of cutscenes or something. This is an RPG. If you're not interested in story, perhaps you're in the wrong genre.
I see a major reason to skip some cutscenes. There are 5-6 minute, unskippable cutscenes before the fights against Seymour Flux, Yunalesca and Braska's Final Aeon, and if this is your first playthrough and you're doing a blind run without using any guides, it is very likely that you'll lose some of those battles at least once. If that happens, you have no choice but to watch the same cutscene over and over again.

the two videos that are from the same channel have a 3 hours length difference ( X is 3 hours more than 13 )
Only if you play the postgame, which requires an excessive amount of grinding. If you just want to beat the main story, FFX's story is on average about the same as FFXIII's story, if not shorter:

So during the main story, FFX has more cutscenes both in terms of absolute and relative lengths. In addition, unlike in FFX, you can skip the cutscenes in FFXIII, which does reduce the playtime for those who aren't interested in the story. (Though to be fair, I don't see much point in playing either FFX or FFXIII if you're not interested in the story, since gameplay-wise, both are major hallway simulators where you're walking a straight path, with FFX's hallway stopping just before the final dungeon, and FFXIII's hallway stopping when you enter Gran Pulse.)
but for those that play the game again , skipping cutscenes is great
True, I guess "optional content" would be a more accurate term than "post-game", since I was referring to the content that takes place outside the main story. I consider about half of the Cie'th stone quests, Adamantoise farming and getting the Treasure Hunter achievement to be part of the post-game, though. I can't really imagine 5-starring Vercingetorix and beating Long Gui if your characters are on "main story strength" (i.e. without unlocking the last Crystarium level, and with barely touching the secondary jobs).
