its not a bug or tech fault.
Early to midgame, the max rotations you can get is like 4, 5, 6. The stronger Lulu becomes, the easier ti becomes to rotate further.

To be more specific, the number of rotations needed to increase the counter by 1 depends on two things: what spell you are trying to cast (the more powerful the spell, the more rotations are needed) and Lulu's Magic stat (the higher the stat, the less rotations are needed). The delay caused by the overdrive (i.e. how quickly you will have a turn again after) also increases with more powerful spells; a Fury using Ultima is the single slowest attack in the game.

In general, Lulu's overdrive is not very good. Its main use is to create big hits for overkills during the story portion of the game (all the single Fury hits are actually rolled into one in terms of overkill damage). Later on in the game it's often weaker than regular casting due to the delay it causes, and once you get access to Double Cast the overdrive becomes practically useless.

I ususally throw my controller aside and mash my keyboards left arrow and right arrow buttons when doing Lulus Overdrive. Goes much easier that way ;)
