The amount of turn delay also scales with the spell level, though not in the same way as rotations. Fury using Ultima is the slowest attack in the game, meaning a huge delay until Lulu's next turn. It's part of the reason her overdrive is so terrible :(
The one use for her overdrive, I suppose, is getting overkills on bosses during the story. It's quite reliable for that.
If you use a controller, yes. Some people don't have one, though.
Then I pity them if they're using mouse & keyboard to play FF.
No problems here, so no need to pity. Recently completed all of the chocobo races with the arrow keys. Oh and it's just the keyboard - the mouse can only be used at the settings menu.
I've found that many games are just as easy to play with mouse/keyboard as a controller... sometimes easier. I originally played FFX on the PS2 with a controller... and now I'm playing it on Steam with the keyboard. No problem. No need for pity.
