I also hated it on ps2 back in the day as well, so I wasn't surprised to find it still rather substandard.

- how many rotations you've made physically
- Lulu's MAG stat
- what spell you chose to use
The higher Lulu's MAG stat, the more spells you get out of it. The more rotations you make, the more spells you get. And the more powerful the spell you choose, the LESS you get.
The exact values are a bit complicated. It's roughly equal for the elemental spells of level 1 and 2 (-ra), and also roughly equal for elemental spells of level 3 (-ga) and other spells like Bio, Demi, etc. In each case, you get about ~2 times as many casts at 255 MAG than you would at 0 MAG, and a bit over ~1.5 times as many at 128 MAG vs. 0 MAG.
Ultima and Flare are the highest tier spells, and yield VERY little per rotation. Flare increases by tiny amounts depending on MAG, but Ultima will, in fact, have the same low yield regardless of how high Lulu's MAG is.
The delay incurred for using Fury will also vary with spell chosen, with most attack spells at medium delay (Rank 5), Flare at Rank 7 (fairly high delay), and Ultima at a whopping Rank 10 (maximum delay, slowest attack in the game). Delay means how long it takes for your next turn to happen (for reference, a regular attack is Rank 3).
All this combines to make Fury by far the worst overdrive in the game. Considering the delay and access to Double Cast, it is very often a damage LOSS to use Fury rather than casting regularly, with the only upsides being that the damage is rolled into one (matters for overkill) and that the spells do not consume MP.
In a tight spot, being able to cast spells for free can come in handy.
I agree that it is probably the worst of the Overdrives(hard to get a lot of applications per use), but it is only a negative if you dont use it right.
