psp or computer, is there a difference?

The graphics are better, obviously, and there is the possibility to mod and edit savegames much more easily.

Also, X-2 comes with the International/New Mission content which which was not available outside of Japan for the PS2 version but is in the remaster (both PS3/4 and PC).

Aside from that the games are practically identical (there are one or two minute gameplay differences that 99.99% of players will never encounter).

as for modding and editting save games, how would you do that? i've seen mods but i have no clue how to use them.

Check the threads on UnX (for modding) and Farplane (for savegame editing) right here on the forums. It's very simple, really.

There is no FFX for the PSP or did I miss something?

If you mean the Vita, PC has a way better texture quality than the Vita version and you can use a higher resolution.
The PS Vita version looks only slightly better than PS2.
