It used to be that base only and Complete/Ultimate were the reasonable choices. Now Ultimate contains some useless extra skins for a hefty premium, making Operator the smarter alternative.
In my opinion the extra few dollars is worth it. Base game doesn't give you any operators, Deluxe gives you 16 operators.
Brazil:
Base R$ 23,99 vs Deluxe R$ 29,69 - that's a kind of small premium for two years of operators, I say Deluxe here
Operator R$ 99,99 - okay if you want to avoid a lot of grinding to get up to speed
Ultimate R$ 155,99 - just stupid, paying 50% more than Operator for a tiny amount of skins
It's different in some countries. Like in Uruguay, the Deluxe costs 37% more, not just ~20-25%.
