Steam version stopped using keys in 2019.
That out of the way, here is how a normal installation from steam goes:
1. Install the game
2. Create account
3. Link with steam
4. Restart steam
5. Click "Login with steam" on launcher.
Take note that the game only supports one account per copy.
Elite was not always on steam and like a ton of other MMOs it has it's own launcher.

No antivirus protection, no proxy, no custom dns server, no windows defender. Windows and graphics are up to date. C++ already installed but i even tried to download og launcher from frontier and executed C++ downloads. Downloaded game with its own launcher (not steam) logged in and same result; failed to log in.
I told the very same to a frontier support, sent my log file with steam purchase. After 2 days i got the draft message that suggests what i already did. I asked them to check account-side of the issue cuz i believe i did everything suggested to anyone before. Now i have to wait 2 more days to someone actually "reads" what customer is actually saying instead of sending random drafts. If im lucky...

They just got back from the holidays and i know answer times were long before christmas, so it can unfortunately take a while to get a proper answer.
I think i saw an issue very like yours before, so i will see if i can find the specific post.
Oh, yea if you're on wireless make sure to use the 5GHz band, not 2.4GHz.
Another last option is to click "Log out" on top left of the launcher, and then make sure to only input the code once when logging back in. -steam needs to be restarted right after.
I know it's not much so i can only say i sympathise and it is unfortunately a really weird issue that is seen from time to time. -it's also why i still haven't found the exact solution.

- I was really using 2.4 GHz. Switched to 5 GHz band and restarted steam after 10 mins, nothing changed. Still recieving login failure.
- Tried log out trick couple times with restarting but it just logs in. Not asking the code or anything anymore. Not worked again. Failure continues.
Personally i convinced myself into somekind of account issue. Because earlier i wanted to try account unlink-link trick eachother to see if it works. When i log in on the website there is a section about "3rd party links" or something like that. But in my profile there's nothing about that section. Couldn't see the steam link over there, i mean i see basically nothing, empty.
There are two more almost archaic options i found while looking through old posts: one is to make sure system time is set correct, and the other is to change language on the launcher.
Last option is to try to reset the router however idk if that is an option for you.
-when running wireless, 5Ghz can often prevent COLOUR:SHIPNAME errors btw.
There were a few that got it to work by reinstalling windows however i do not recommend it.
I will not reset my router or windows. If the support say that my account looks fine and i still have that issue, i just refund.
If you can enable UPNP or NAT protocols on your router that is another option.
Thanks to your all kindness and trying to help. I really do. But it's literally impossible to fix something with those "support" guys. It's just waste of 3 days for me, nothing more.
Let's see our supreme support team can solve it.
Edit; Tbh GFN side could be extremely bugged too. It might be another bug about GFN itself rather than my own. What a clown fiesta...
I'd like to know what the solution was too.
