I found this, and am gonna give it a shot
OP is asking how to control the menu outside of VR. OP already set the controls to "Oculus Touch", which is what it should be set to. However, controls do not respond.
@Skypr - You have to go into the game's properties in your Steam library and disable Steam controller support. This, however, may not be your ultimate solution. I use an Xbox One controller for mine, which runs fairly well. I can control my ship the way I want and I'm able to do most operations. However, I'm still not able to control in-game menus. I'm still searching for that on my end. Sorry for taking over a year from your perspective on this. I just got the Quest 2 and started playing on ED in VR tonight.
VR Support
The VR mode for this game requires the use of a gamepad or a keyboard and mouse.
You can get those pretty cheap these days, if you are willing to spend even more, after getting a VR HMD.
