Unable to launch game - "Requested registry access is not allowed."

When I try to launch via Steam I can't even get to the E:D Launcher.
Instead a message box appears saying:
> Error during application startup
> Exception initialising application:
> Requested registry access is not allowed.

I am able to run the game by manually going to the launcher's executable and running as admin,
but I don't get the Steam overlay when I do.
I used to be able to launch from Steam with the Steam overlay without any issue whatsoever.

I am on Windows 8.1, using the same computer I've always used to play E:D.
My hardware setup has not changed at all.

I tried verifying the installation and even uninstalling and reinstalling E:D but it made no difference.

Are you launching the game executable itself or the launcher in the same way Steam would ?

Like it says, it's a permission issue, so might be an update from windows.

Steam overlay stopped working for me a long time ago too.
After that, issues with controller/bindings began happening.

Moved ED outside of steam and playing ED without steam alltogether; no more issues.

As a workaround I'm running the launcher in admin mode.

Interestingly if I try to run the game without the launcher it runs,
but it doesn't log in properly so I can't actually play the game that way.

I'm presuming there's a way to provide the login information (probably via command line arguments),
in which case I'm sure I could find some workarounds and may even be able to get the Steam overlay back by making E:D a non-steam game and using the trick to put the Steam overlay on a non-Steam game,
but it would be better if Frontier could find a way to fix this issue properly
