Nope.
You don't need a shipyard or outfitting on your own carrier, unless you want other people to be able to use them. Those two services are always available for the owner.
The only modules the owner needs installed to use are... Well... Everything else besides shipyard/outfitting.
Bear in mind you can only buy limpets if you have a limpet controller on that ship.

There are 3 basic modules you need for the carrier - rearm, refuel, repair. I think the repair will show no limpets available if you don't also have rearm, but I fit all 3 immediately so I don't know how they interlink.
I do plan for all 3, I got refuel for now. Getting the carrier was step 1, I will be taking the other steps as well :)
