It does use a new commander folder for screenshots, visited stars, etc.
But be aware galaxy route settings and filters, all nav panel filters, and 'report crimes' etc are common across all your Steam commanders.
Yes. Just make sure you set up a second frontier account and link the new steam account to that one.
When you start steam, you have the option of picking which account to use. When you run ED from the relevant account, it uses that Elite Dangerous commander.
Many ED addon tools support multiple commanders too - EDDiscovery, Elite Observatory, Odyssey Materials Helper, etc.
You will probably want an Inara account for each, and a twitch account for free drops. I use Firefox with container tabs so I don't have to keep logging in and out of sites with different usernames.
You need to create a new frontier account for the new steam profile, then link that new frontier account to the new steam profile.
They have to be completely separate.
When you log into the new steam profile, it will use the new frontier account and your new commander. When you log into your main steam profile, it will use your original frontier account and your original commander.

You need to use a different email address for each Frontier account.
Free ones aren't hard to get.
So? Make a new one. I've got about half a dozen gmail accounts, a handful of microsoft accounts... Might even still have a yahoo account if I can ever remember the login details.
