permits

I started a character in a starting system and took a first mission to run an item 0 threat level not illegal to a neighboring system. I docked at the base, refueled, dropped off the item then launched. I tried to go back to the starting system and it said I need a permit. I read online that with a level up and some other events we get locked out of the starter systems. Is this right? and if so why would it let me open a first mission and not let me complete it. Now I skipped the pilot training does that affect the permit thing?

There is an area specifically when starting (dont know how many stars) that are protected from outside players. Once you leave, you cant go back.

Why would it give me a mission that goes outside the system and make me go back to collect the reward but block me from it though?

Sounds like a bug, because you can't get back no matter what.

Then the bug was probably the one time it let me come back. I dunno. Its just weird it would have missions outside of the system. Oh well, the galaxy is a big place. Its not that big of a deal
