Yeah, I downgrade fuel tanks for trading sometimes. This decreases mass and increases jump range.
Also, sometimes this can help with exploration if you have a high-tier fuel scoop as well, or for combat for the reduced mass.
It's for explorers. The lighter your ship, the further you can jump and the less fuel you actually need. You can actually increase your fuel range on some ships by adding a smaller fuel tank.
Often overlooked as rubbish, the ZP Hauler can be fitted for a ridiculous jump range/fuel efficiency if you downgrade the fuel tank and fit all D class modules except for the FSD. Mine gets around 25 LY with a full cargo(20)
For me, it's the perfect courier. Small and easy to land quickly, while at 22 tons it's big enough to carry most loads. Jump range is ~30 LY and fuel costs are negligible. Longer runs aren't a problem, with Alioth-Eravate being only 4 jumps and with no need to refuel.
