Paying off bounties were a bit problem. It meant people with money to burn would randomly commit crimes without feeling any punishment. They would just quickly dock, pay off the fine, and go back to killing people without a problem.
New system could do with improvements, but going back to the old system isn't the solution.
TL;DR Bounties are now a neverending cycle of crap. Get away from the system you have the bounty in for the next week.
Personally I think that they need to have a cutoff... as in you get a "bounty" you can't pay off which is "dormant" till you have accumalted x amount of them. You can't pay it off, but neither do you get one shot off target in a mass fight and have a ton of feds converge and kill you for 500 creds!
It'd be kinda like driving license points... they hang around and when you get enough you have problems, but initally it's not a problem till you become a repeat offender.

Yes and no. Its half way there. If they can remove the exploits it will be a bit closer.
Next step is to tome down penalties for accidental fire and have more NPCs hunting persistent offenders.
