There is an online Solo mode where you play just by yourself.
and to sync your data for community events.
If you have the internet to be on steam, you have the internet to play Elite. The game is meant to be an MMO, but very little data is ever used. You can play on Solo mode, which puts you on your own, even less internet intensive shard, but it is still dynamically changed by the actions of other players, who's worlds are in turn changed by what you do. It also ensures that even if youre alone, you still have access to all the community events and rewards.
If you're yet another one of those intolerable little ♥♥♥♥♥ who go "WAAAAAAAHHHH I HATE ALWAYS-ON" then by all means please do not buy elite and stay far away from my server space.
I can't really play internet games cos we are on a bad plan. (3gb during the day) (120gb 12am-7am) I only asked cos was interested in playing and was wondering if it had offline.

And as everyone else has said, yes, it is always online EXCEPT for the training tutorials.
There are two main options for you, Solo Play and Open Play. Solo Play still requires internet, but it barely uses anything, all it does it talk to the server and doesn't stream any information. Another thread put it at a theoretical value of being able to run with a 10kbps connection (unfortunately can't find it :/ )
Open Play is the big bandwith hog when you are with other players, as it streams their position, actions, etc. As such, you can probably play this game if you have a good enough computer with crap internet, so long as you stay off Open Play
