Report a translation problem
If you know where the fine was issued:
1. Go to the starport services --> Contacts --> Administrative contact
2. Look for the "bounty and fines" tab and then pay it.
If you don't know who issued the fine:
1. Go to the left panel of your ship and look at the transaction tab.
2. Scroll to the bottom and click on "Fines and bounties". This will display the faction that issued the fine.
3. Open a browser and go to https://inara.cz/elite/nearest/
4. Click on "view additional options" and use the "Faction name" to search for a place to pay the fine.

If you have high notoriety like you said you're gonna have to sit afk in a station somewhere for that amount of hours...
As you travel through systems, what I do, is I book mark locations of Interstellar Factors. I probably have about 50 book marked around the bubble.
You can see who the controlling faction of the system is. If it matches the bounty then ... you'll have a wanted status. Just travel to another system, if this is the case, and visit a different Interstellar Factors.
You can't pay fines or bounties while your notoriety is high, regardless of whether you go to the faction or an Interstellar Factors contact. However, you can turn yourself in and pay your bounty that way.
The problem is that this method doesn’t work for fines.
But there’s a rather dumb workaround:
If you commit a serious crime against the faction, your fines are converted into a bounty. So, to pay off your fines, simply kill someone from the faction—this turns your fines into a bounty, allowing you to turn yourself in and clear the debt.
