Oh thats right population is what causes the services to come online I think. Asteroid station is a huge undertaking (well for me it would be a huge undertaking), and a outpost is small so I may need to build either a large settlement, or one of the stations to start populating my system. Missions did pop up for my outpost, but the outpost still says under development. Cause I noticed that stations (like corialis and above) seem to increase population.
So I think its time now to take a huge undertaking cause I heard the same thing from someone else that the station they built was operational, but it seems a station or planetary settlement is needed to populate the system to get the services online.
I may be wrong about that, but my question to you is did you build a large asteroid station? Or outpost?
The ones adding population seem to be mostly ground ports, but they cost a lot i'm not sure i want to haul that much right now after such a first week ;)
