Colonization is considered a feature-complete beta that will be restricted to the Bubble so they can gather feedback on resource balance.
no you cannot colonise in colonia.

only possible when people have build enough stations to get to Colonia

For now... They might open it up to expanding from any previously occupied system, once it comes out of beta.
I shudder to think... Maybe a few months from now half of the galaxy (or more) will have been claimed and monetised. Urgh. No more black to explore.

There's an insane amount of systems in the galaxy. Not even 10% of it has ever been explored!!

Don't worry - there will always be a black.

I knew about the 1% figure, but wasn't sure how outdated it was. So, I overcompensated!!

We've not even done 0.1% yet lol.

Last released figure I saw was in June 2023, and that was only 0.06%, after roughly 9 years of the game being around...

I'm pretty sure we've probably made it to 0.07% by now, maybe...

400 billion to give you a number. Its a 1:1 scale model of the milky way using star catalogues from NASA and the ESA. Procedural generation filled in the rest aside from the hand crafted systems.

ED is such a great simulation it follows a phenomena we we see in real life,
  1. People move from the big city to the sticks to get away from it all
  2. New arrivals to the sticks miss the amenities of the big city
  3. New arrivals demand all the amenities they had in the big city be put in their new location
  4. The remote location eventually becomes indistinguishable from the big city they escaped from

Edit: What is the point of Colonia if it is identical to the bubble? I do however, love the idea of teams speed running a chain of colonies to Colonia. That is an epic project and will be worthy of song if actually completed.

Yarp is why some scientists have described humans as having "virus like" behaviour. We move in, modify it to suit us then move to a new place.
