It could be possible their backend cannot be developed to do this, but if they can make money on ships they should re-invest into Elite.
They really should try to make their relationship with the player base a positive one like Path of Exile is doing.
I think it's showing Star Citizen which is way more janky than Elite gets more engagement, so the player base is there. They just don't see Frontier as a delivering body for that space vision.
It's not abandoned, it's just not progressing past the 'legacy' version.
It's a bit like buying WWE 2014, and then WWE 2021 is PC only. You can still play 2014 just fine, it's just not getting any more updates.
And i mention the game description don't mention or sey anything that is abandoned!

This guys need to get Lawsuit against them. So besicaly i got the game on full price for console and problem is that for console i cant Refound the game!
You can also use Geforce Now on (some) consoles to play the full PC version there.
As per the description on the Xbox marketplace:
"Elite Dangerous grows and expands with new features and content. Major updates react to the way players want to play and create new gameplay opportunities for the hundreds of thousands of players cooperating, competing and exploring together in the connected galaxy."
I'd not blame anyone for reading that and taking it to mean that, well, the game is still being actively developed on that platform, because to be perfectly frank, it's really weird in general for the term "update" in video games to mean anything other than, well, a software update delivered via download and installation on your system.
But it isn't, and Frontier has made it pretty clear that decision is final. Only thing I can suggest at that point is reporting the matter to the respective console's support team, but aside from that there's not a whole lot to be done if they take no action.
In any case, what Sighman says above are your only options for playing the latest content, because from here on out, and the last few years in fact, it's PC-only.
The original plan for Odyssey was a release on PS 4 and X-Box One.
But even after shifting the release date back one year due the pandemic Odyssey was in a terrible state and have had a lot of issues even on high end PCs.
Some claim (with proof) that Odysseys first release version even lacked basic performance saving tech like object culling and that the game engine even renders and textured the eyes of NPCs... 2 km away, behind the wall of the space port, out of any distance the player would see it.
No chance to make a PS 4 / X-Box One version out of that mess, and the next gen consoles like PS5 were due production issues expensive and few.
So Frontier did that any badly managed company would do: tell the fans they want to focus on one codebase and stop the development of the console version, and the fans were happy.
That saved Frontier a lot of money in the short term, and why the hell they need a long term strategy if they had such great licenses like Jurassic Park, Formula One and Warhammer: Age of Sigmar.
Frontier started to revive Elite Dangerous only after the Formula One Tycoon and the Warhammer Age of Sigmar games failed.
The devs don't answer in the Steam Forum.

This isn't entirely fair. Elite has been one of their biggest earners for years, even through the pandemic
I think we got 12-15 updates with performance fixes before they said 'that's it, we need to keep working on content now.'
And that's just the main updates, none of the subsequent hotfixes and minor patches.
The only things keeping them alive are exclusives, which have taken a turn, seeing as many exclusives are now seeing their way to PC.
Consoles were great in the past when PC hardware were expensive or even inaccessible.
However times have changed and even consoles are more desktops than what they were originally. They're loaded with a modified and highly restrictive operating system.
I strongly believe that later in the future consoles will no longer have any use, and these companies will instead have their own online stores and DRM where they'll sell their exclusives instead, but for PC.
