Colonization - How to activate Station Services? (Universal Cartographics, Vista Genomics, etc)

I found this posted on the Elite Dangerous forum. Reposting here with corrections.
Since Trailblazers launched, several people here, myself included have been asking about this.


In order for a service to appear at a new construction, such as an orbital station, planetary port or settlement, one of these requirements must be met:

(you only need to do one of the options and not all of them)

If there are no options listed, the service is always available. For example, Scientific Outposts always get Universal Cartographics, all Settlements always get a market, etc.

    Commodities Market:
        All tier 2 and tier 3 Ports
        All Settlements
        Commercial, Industrial, Civilian Outposts
        Criminal, Scientific, and Military Outposts:
            - Strong link to a Comms Installation or Relay Station
            - Tourist Installation or Bar Installation or Outpost Hub
               in the same system

    Shipyard
        Tier 2 or 3 port (includes Planetary ports):
            - System tech level of 35 or higher
            Note: Granted to initial colony orbital stations irrespective
               of Tech level IF and WHEN that is the only station in system.
               Note: System Tech level determines the availability of
                   ships for purchase.
        Tier 1 Planetary Outpost:
            - Strong link to a High Tech Hub
            - Military Installation or Industrial Hub built anywhere in system

    Outfitting
        Tier 2 or 3 port (includes Planetary ports)
            - System tech level of 35 or higher
           Note: Granted to initial colony orbital stations irrespective
               of Tech level IF and WHEN that is the only station in system.
               Note: System Tech level determines the quality of
                  modules on offer.
        Military Outpost
        Tier 1 Industrial Planetary Outpost
        Other Outpost or Planetary Outpost:
            - Strong link to an Industrial Hub
            - Military Installation or High Tech Hub built anywhere in system

    Universal Cartographics
        Tier 3 port 
        Scientific Outpost
        Research Bio Settlements
        Tier 1 or 2 Port (Coriolis, orbital and planetary Outposts except
            orbital Scientific):
            - Strong link to a Satellite installation, Comms installation or
                  Relay Station
            - Scientific installation or planetary Exploration Hub built
                  anywhere in system

    Vista Genomics
        Tier 3 Port (Orbis/Ocellus or planetary port)
        Tier 1 or 2 Port (Coriolis, orbital and planetary Outposts):
            - Strong link to a Satellite installation, Comms installation or
                  Relay Station
            - Medical installation or planetary Scientific Hub built in system

    Black Market
        Pirate Outpost
        Any other port:
            - Strong link to a Pirate Installation

    Crew Lounge
        Tier 2 or 3 port
        Criminal and Civilian Outpost
        Tier 1 Civilian planetary port
        other Tier 1 Outpost:
           - Bar installation built anywhere in the system

    Pioneer Supplies
        Any orbital or planetary port

Station interiors change based on the highest proportion economy present.
In case of a tie, the outcome is unknown

Economy proportions are checked each thursday maintenance.
Interiors change as a result.
