My decision to terraform a body would really depend on what the product world would be like and how much control can be excercised over it. I personallly wouldn´t prefer turning a landable planet with unique features into a generic non-landable ELW for example. Some tenuous atmo landables are actually considered candidates for terraforming. Would terraformation turn them into more complex yet non-landable worlds then had we been given this feature now? I personally wouldn't like it if the potential terraforming update was nothing but a ball painting game.
Even if FDev ever go in that direction with terraforming, we´d likely be seeing a texture overhaul for all those generic (generic with the exception for gas giants - those have the best variety to not bother IMO) textures similar to what happened with the landable worlds. On the other hand, I´d welcome any texture overhaul for the non-landables at this point.
As for ELW landings, I´d personally be satisfied with high-altitude flights, just enough to view megacities and landscapes from above, without having to simulate wildlife, full-on civilisation or other intricate details.
Wormhole travel is exactly what the FSD does to jump you from one system to the next, and terraforming exists in the game, though players have no part in it. I don't know how long it takes, but I imagine it's a pretty lengthy process that we wouldn't be able to take a real part in.
Real-life estimates for terraforming Mars range from centuries to thousands of years. So, assuming that technology and experience allows you to streamline the process a little by Elite's time, it would still take decades or centuries, I would imagine.
