I'd say just get in the game and try it out in a low RES and see if you need to make some changes to your loadout. If so, then make the required changes and try again. Eventually you'll figure out what kind of challenges you can handle and you can go from there.
You'll get better over time and pick up some tricks along the way. Just make sure you have enough to cover the rebuy cost. If you're low on funds (like less than 4-5 rebuys), and really bad (likely to get blown up) then I suggest you park the Vulture for a bit and try either a Viper Mk. III or a Cobra km. III since both are extremely cheap to rebuy. Get some practice in those if need be, then go back to the Vulture.
I've done everything (except anti-xeno) with the Vulture. It comes down to how experienced you are with the ship.
If you're asking if the ship has what it takes for challenges of any difficulty level, the answer is yes. Just keep in mind that you're going to struggle more against multiple targets since you won't be able to exploit its nimble handling to stay in a target's blind spot to negate damage (cause somebody else will be shooting you in the meantime).
Slap a couple of AX multis on it. Shreds scouts, but you'll probably need a wing mate with a bit more firepower to take on the bigger fish.
