spec ops contract?
just wondering how hard they are? im still a noob at this and not very good at the combat. it says the threat level is 1. if that makes a difference?

You're killing civilians, hence why it's illegal, the civvies don't usually fight back but they tend to ride small ships and are fast, and they'll try and run away and FSD out of there. So you want to bring a fast and powerful ship that can crank out high numbers, don't even worry about hull or shield strength.

Possibly. They have to catch you first though, and you could just jump to another system and pay it off at an Interstellar Factors.
