I recommend to start build settlements on planets after the first one station or outpost.
Its too grindy for me, not fun at all.
Im wrong maybe. but the only info you really get is building points and the tiers or not?
the only helpful was for the military building. you need the relay station. but like for refinery nothing. refinery needs a planet with 2 places to build, it needs a port to function and trade what its produce. extra bonus on a hmc world for cmm composite. but the problem is you have to watch other systems ingame and get the clue for yourself. nothing in the build info about that. and some of the other buildings the same. Biochem lab nothing, where why and what. maybe I'm exaggerating or blind.

If you were a contractor, building a house or building for someone else, do you then get any say whatsoever in what they do with their property after your job is done? No. You don't, because that would be absurd.
Start the new facilities anyway. Other players can finish them off if they want to.

Depending on the station, there are a few choices made initially, but after that none that I know of other than using ARX to select a name rather than the generated one.
At the system level, decisions on stations, ports and settlements impact future choices as well as the economy, wealth, population, etc of the system.
As far as completing these facilities, a player would need to like hauling, have friends that do or hire players to haul for them.
The first thing that happened to me after I build a surface settlement was some guy told me to get out of his face, which was a bit deflating.
