As far as I know, I don't think it works that way, but I could be wrong. Hopefully someone else answers this question for you. If I'd have to give my two cents, I'd say only the person who made the claim, has the ability to build, everyone else just supports your with commodities.
Also, be mindful of ground settlements on planetary surfaces, especially refinery economy ones. This is where you get the CMM composites, and those are going to be your limiting resource.
I'd recommend so that you can take care of those faster, that each of you travels to a different refinery settlement in a different system. Aim for settlements that can provide between 100 and 200 units per trip, then fill the remainder of your cargo space with other materials that you'll be needing for construction. If you do this, then by the time you've delivered most of the other bulk resources that you can also get at refinery settlements (like titanium, steel, aluminium and liquid oxygen), you'll also have delivered most of the CMM composites that you require.
Use a T8, or a T9, or an Imperial Cutter, and cut down unessentials to optimize them for cargo space. The latter two ships will reduce the number of required trips, and the former will make the trips much faster and also unlock access to far-away in-system locations via the SCO drive. I don't recommend you use different ships cause everything else will increase the number of delivery trips. And you'll be doing so many trips that you really want to either cut down the number of trips, or reduce the length of each.
