you learned of the material trader, I suggest seeking out how to gather and source grade 5 engineering materials, and then trading down at the material trader. It only takes a little bit of grade materials to fill the grades 1-4. then you go engineer/upgrade at will

The carrier transfer issue is with on-foot materials only, and it happens if you have a mix of stolen and clean goods of the same type in your inventory, and try to transfer that specific item.
