If you wan Prismatic Shields, you pledge to any power you want, but Aisling Duval will unlock it first. Every Power offers all the old Power Play modules, they just unlock it in a different order, with the first one being their original module.
There's no wait in hauling stuff. You'll need to do the first 5 assignments they give you for you to start gaining ranks with a power. Each rank will give you a small care package of engineering materials and maybe a bonus to something, like bounties, and reduced rebuy costs. Until you complete the initial 5 assignments, you'll be Rank 0, even though you'll have accumulated enough merits to be several ranks higher.
At Rank 34 (I think), you'll get the first module unlock.
You'll gain merits for rank by doing lots of things, like scanning ships, combat, and regular trade. I'm sure there are more ways, but that's what I've seen so far.
Each power offers ALL the modules, but at differing levels.
You don't lose merits or ranks, ever. It's cumulative.
Each rise in rank (they're endless) grants some buff or other.
You get cash and a ton of ship/on foot engineering materials with each rank.
There are loads of ways to earn merits, with most activities in the game counting (including on foot and ship).
You get 5 weekly missions. The first 5 are always the same, and are required to start gaining ranks. After that it's optional. After level 40 you get 10 a week.

If you're interested in the Prismatics, you might want to pick a power with those early in the ranks. Or pick a power based on your favourite gameplay. E.g. Arissa gives a 100% bonus to bounty hunting... eventually.
