To be fair, Star Trucker is an indie game which doesn't have to attempt to balance about 1000 gameplay loops - just one or two.
And Star Cit has focused on selling cool ships (and not adding gameplay loops) for as long as I can remember. Certainly not on fixing bugs.
So you can't use what they're doing and apply it to Elite, which is a massive, very complicated and relatively bug-free experience.
As for altering the radio, turn the game music down and play whatever you want? You can also use Voice Attack to play your own audio files based on whatever is happening in the game.
