The Coelho area permit you keep until you rank up.
Here's how it went.
I took a delivery mission. I go there. I need to get inside a locker with a password. Turns out I went into a restricted area to find Locker #3 but it was wrong locker. I get shot and die.
I wake up in The Armored Saint, space police prison HQ. I try setting course back to CR with my ship. Says it's out range (didn't notice the permit thing, thanks). Then I try to Taxi myself there, still out of range.
After realizing the permit thing, I try to go back to The Armored Saint. It's also locked out. Can't go home, can't get back to my ship. I go to a random settlement and cut a panel off to get arrested again. I get sent back to jail and back to my ship.
So I found out that CR's permit is a special permit given to new players to prevent griefing from other players. And of course, I found out about after using Google and not in-game documentation.
Absolutely terrible design. I'm not surprised the game has bad reviews.
