You can set more than 2 fire groups.

And many of the things that can be assigned to a fire group, can have their own dedicated keys.
I agree OP, a third fire group would be amazing.

Pic or it didn't happen.
Set as many fire groups as you want; there are only two* triggers available and i don't see that changing with how deeply interconnected to the HUD and all other systems it is.
( *exceptions are the "Utilities" keybinds available as helm or gunner)

how is that done, having a 3rd fire group would be great, a lot of the stuff like limpets, scans etc could be add to its on button, having to swap between different groups is a bit outdated

Correct. I confused groups and triggers, as did OP I believe.

You'll still need to use fire groups for your weapons, limpets, and most of the scanners. Most of the countermeasure options can have their own keys or key combos though. So you don't need your chaff, heatsinks, shield cells etc in a firegroup.

that's the point im getting at, after 10 years why are we still locked in to 2 buttons for all those functions, i think after 10 years its time for the dev's to expand

do you mean 2 fire groups per group? i only get a 1 and 2 per selection, but can just make a new category assigning another 1 and 2.

Instead of asking 'why don't they...' you should ask 'why is it designed this way?'

It's less stressful as an ED player.
we have

Why are we locked into such a primitive targeting system?
I would kill for target banks.

I always assumed the console peasants were to blame, being restricted by their lamepads. Now that they've been purged, we should have our 3+ triggers

Alas, the game is designed to use gamepads on PC as well. There are control schemes for them.

they can use the same Joysticks and throttles we do, i don't feel that's a veiled excuse anymore

Console gamers using gamepads is to be expected, PC gamers are making a choice.

They can't use dual sticks with pedals and a throttle, paired with voice attack, head tracking, and software allowing us to go past 32 buttons per device. Being able to plug in a joystick doesn't compare.
