Maybe you could try to find a fleet carrier that allow player with notoriety and see if you're able to use their services.
Also, makes no sense, you got destroyed and you still wanted? Isn't that one of the options, fastest one, to just get destroyed, respawn in prison, move on.
No, this will just remove the bounty, but if you have a bad rep with a local faction, well, haters gonna hate.
