Are you using them linked as one device? Don't do that. Or using Xinput, instead of Dinput?
Or better yet, post it to the "issue tracker". I searched there and there were a couple of issue tickets already submitted, but it looks like they expired. So create a new one.
In other words, this is a re-hashed issue.

joystickgremlin is the way to go ....
I think more accurately, it's an Xinput issue; rather than a Windows issue.
If you use Dinput instead, they seem to work fine (native support for up to 8 axes and 128 buttons, compared to Xinputs 4 axes and 32 buttons).
